Yes - all businesses submitting tenders to the NHS since April 2026 must meet the Level 1 standard. 

The NHS Evergreen Sustainable Supplier Assessment is NHS England's central platform for assessing supplier sustainability performance. It replaces earlier tools like the Carbon, Waste and Water Reduction Assessment. 

To achieve Evergreen Level 1 on the NHS Evergreen Sustainable Supplier Assessment, organisations must complete the following actions: 

Yes, businesses require a PPN 006 compliant carbon reduction plan.

This needs to include: 

  • emissions data
  • a clear net zero commitment by 2050
  • a robust plan to deliver this commitment
  • board and/or director level approval
  • annual updates

The report should be published on the company website.
