On 24 February 2025, the Procurement Act 2023 will come into force, changing the way the public sector buys goods and services. Here’s everything you need to know.

Who will the changes impact?

If your business “supplies goods, works or services to organisations in the public or utility sectors,” these changes will apply to you. These changes will be particularly impactful for small businesses and SMEs.

What is the purpose of the changes?

The new legislation aims to improve and speed-up procurement processes, providing better oversight and streamlining of procurement decisions and payment terms. In particular, the Act will:

  • Make it easier to bid, negotiate, and work with the public sector.
  • Open commercial frameworks
  • Remove barriers for smaller businesses so they are able to compete for contracts.
  • Establish 30 day payment terms on a broad range of public sector contracts.
  • Make feedback from public bodies for suppliers a requirement.

Improving the bidding process

Under the new Act, it will be easier to bid for contracts with a centralised digital platform, featuring simple registration and enabling you to swiftly update core info as your organisation develops.

Public procurement opportunities will also be made publicly visible without the need for paid platforms or set up alerts in order to access tenders.
